8(a) Sole Source Contracts

Alluvionic is a SBA certified 8(a) firm and is eligible to participate in the SBA 8(a) Business Development program through 2028. Federal agencies may issue sole source contracts to 8(a) firms through a simplified and shortened acquisition procedure as authorized by FAR 19.8. The ceiling value for these contracts is $7M for manufacturing requirements and $4.5M for all other requirements. Here are the steps to award a streamlined 8(a) sole source contract to Alluvionic.

The Government Program Manager (PM) defines requirements in a Statement of Work (SOW) and secures funding. The Government PM then submits a Procurement Request to the Agency Contracting Officer (CO), which includes the SOW, cost estimate, and funding information.

The Agency CO sends an 8(a) Sole Source Offer Letter and SOW to the SBA (Mr. Ray Lewis, Rabon.Lewis@sba.gov) requesting permission to conduct sole source negotiations with Alluvionic. The SBA processes the Offer Letter and authorizes negotiations, usually within 2 to 5 business days.

The Agency CO sends a Request For Proposal (RFP) to Alluvionic. Alluvionic submits a proposal in response to the RFP. The proposal response period is usually 5 to 10 business days.

The Government PM and Agency CO evaluates Alluvionic’s proposal. The Agency CO negotiates with Alluvionic and prepares a contract award document for Alluvionic’s signature. Alluvionic begins performance on the start date specified in the contract.

The entire 8(a) sole source contract process can be completed in 2 weeks or less.
