GSA 8(a) STARS III

The best-in-class 8(a) STARS III Governmentwide Acquisition Contract (GWAC) is a small business set-aside contract that provides flexible access to customized IT solutions from a large, diverse pool of industry partners certified by the Small Business Administration (SBA) as 8(a) firms.

Alluvionic, Inc., an 8(a) STARS III prime contractor, together with our subcontractor, Advanced IT Concepts, Inc. (AITC), provides IT products and services such as cybersecurity, IT project management, IT process improvement, and IT systems integration through this contract. GSA may award 8(a) STARS III task orders on a sole source basis as authorized by FAR 19.8.

As an SBA certified 8(a) firm, Alluvionic, Inc. is eligible to participate in the SBA 8(a) Business Development program through 2028. Federal agencies may issue sole source contracts to 8(a) firms through a simplified and shortened acquisition procedure as authorized by FAR 19.8.

Process

The Government Program Manager (PM) defines requirements in a Statement of Work (SOW) and secures funding. The Government PM then submits a Procurement Request to the Agency Contracting Officer (CO), which includes the SOW, cost estimate, and funding information.

The Agency CO sends an 8(a) Sole Source Offer Letter and SOW to the SBA (Mr. Ray Lewis, Rabon.Lewis@sba.gov) requesting permission to conduct sole source negotiations with Alluvionic. The SBA processes the Offer Letter and authorizes negotiations, usually within 2 to 5 business days.

The Agency CO sends a Request For Proposal (RFP) to Alluvionic. Alluvionic submits a proposal in response to the RFP. The proposal response period is usually 5 to 10 business days.

The Government PM and Agency CO evaluates Alluvionic’s proposal. The Agency CO negotiates with Alluvionic and prepares a contract award document for Alluvionic’s signature. Alluvionic begins performance on the start date specified in the contract.

NASA SEWP V

Solutions for Enterprise-Wide Procurement (SEWP) is a multi-award Governmentwide Acquisition Contract (GWAC) vehicle focused on commercial IT products and product based services. Alluvionic is a NASA SEWP V Approved Provider as a subcontractor to Leonardo DRS under their Group D prime contract, providing IT and cybersecurity product based services including planning, installation, integration, product engineering, and training.

Through this specialized contract, Alluvionic provides Program Management, System Engineering, and other technical support services.
